Please accept my apologies for not using your language, and feel free to reply, if you like, in French, which I studied at school and have continued to use, mainly passively (right now I am finishing Molière's Dom Juan!).

I am writing in relation to a report written by you, which I have not been able to track down, but which was referred to yesterday in a Sevilla digital newspaper (and perhaps elsewehere): https://www.digitalsevilla.com/2017/10/17/reporteros-sin-fronteras/

Needless to say, I regret all attacks or insults directed at journalists anywhere, though the case of the Maltese reporter Daphne Caruana Galizia beats them all, of course.

In Catalonia there is a generalised belief, based on many facts, that the whole of the Spanish press has been instructed to follow the Spanish government's guidelines, in judging Catalonia's democratically expressed will to become independent to be "illegal". They (including the three newspapers that the three members of the RSF España board work for) consistently give biassed information about Catalonia and are therefore bitterly criticised by many in Catalonia. People even chant “Premsa espanyola, manipuladora”, which you can easily corroborate with a website search. 

The deputy prime minister knows only too well that without the State grants the government gives the media, many would simply collapse. This gives her enormous bargaining power, which she has used to good effect.

In the run-up to the 9 November 2014 vote, legally covered by a law which openly stated it was NOT a referendum (despite heavy penalties later being imposed by the Spanish authorities on its political organisers), and though some were not journalists themselves, the difference in bias in chat shows across Catalonia and Spain was scandalous (if you need a summary in English please let me know):  https://www.media.cat/2014/11/06/informe-l%e2%80%99espiral-del-silenci-a-analisi/

At least two requests by Catalan individuals and organisations asking the ethics committee of the Federación de Asociaciones de Periodistas de España (FAPE) to censure hate speech specialist Eduardo Inda have been turned down.
You can also find moving cases in which a journalist working for Spanish media (like La Sexta TV, here) which are well known for their biassed reporting, is sung "Boig per tu" ("Mad over you") by hundreds of university students who had first heckled her. See the video here:

I am sure RSF is aware that John Carlin, for many years resident in Spain but who has returned to his native Britain, after writing a very good article on the Catalonia-Spain conflict (to my mind, the best in English to date):

"A veteran British journalist has been sacked by El Pais, the Spanish newspaper, over an article in The Times criticising the handling of the Catalonia crisis by Madrid and King Felipe.
"The centre-left daily ended the contract of John Carlin, 61, who has been contributing to El Pais since 1998, as a result of his essay in Saturday’s Times that was headlined “Catalan independence: arrogance of Madrid explains this chaos”.
"Carlin, who has a Spanish mother and lived for 15 years in Catalonia, wrote that Mariano Rajoy and his conservative government had largely provoked the crisis by failing to understand feelings in the region and refusing compromise..."

If RSF has not made a statement on this flagrant case, I hope it will do so. I know that other (Catalan) contributors to El País have also been dropped for their views on the conflict.

I am also aware that RSF came out in support of Spanish public TV journalists in their own, very significant protest over about the channel's biassed treatment of the conflict. My gratitude for your public position on this!

I also hope you complained publicly about the fact that Xabi Barrena (El Periódico de Catalunya) and Sofía Cabanes (NacióDigital), were attacked by the Spanish police while doing their work at polling stations on October 1st.

All in all, any harrassment of journalists in Catalonia, which I deeply regret, is mainly due to the grotesquely skewed view of the Catalan conflict of the media for which they work. Only the state of public opinion whipped up against the Catalans in at least some parts of the rest of Spain can explain why convoys of police being sent to try and prevent our October 1st referendum from taking place (but who have thereafter stayed on, thousands of them in three troopships in Barcelona and Tarragona ports, to try and physically abort Catalonia's immindent independence), were sent off by crowds to chants of "A por ellos!" Let me end on a favourable note. I am certain no journalists were harrassed last night in central Barcelona during the huge candle protest against the imprisonment of the presidents of the two main pro-independence NGOs, Assemblea Nacional Catalana and Òmnium Cultural. It was in the unflagging style of the independence movement: peaceful but firm. The hashtag #LlibertatJordis covers many tweets on the subject. "The Best Outcome" NYT

"The best outcome for Spain would be to permit the referendum, and for Catalan voters to reject independence".

...La frase que ha levantado polémica es la última. En inglés dice: “The best outcome for Spain would be to permit the referendum, and for Catalan voters to reject independence”.
La traducción/interpretación que muchos han hecho de esa frase es que el NYT recomienda una cosa para España y una para Catalunya: “el mejor resultado para España sería permitir el referéndum” y “lo mejor para los votantes catalanes sería rechazar la independencia”.
Esta es la traducción que han hecho innumerables medios y opinadores (hay excepciones como el diari El Món, el Diari Ara o Vilaweb). Esta traducción, sin embargo, tiene un pequeño problema: está equivocada! La traducción correcta de la frase es: “el mejor resultado para España sería permitir el referéndum y que en ese referéndum los catalanes rechazaran la independencia”. La diferencia es que el NYT dice que el “best outcome” (mejor resultado) para España comporta que pasen dos cosas: (1) que se vote y (2) que en ese voto salga el no. Vemos que el NYT ni dice lo que es mejor para los catalanes ni tampoco les recomienda voten no. Lo de “and for Catalan voters to reject Independence”, pues, es la segunda condición que tendría que pasar para que el resultado sea favorable a España....

La frase en anglès no és gens ambigua, però és complexa, cosa que ens pot fer entendre que hi hagi hagut una confusió a l’hora de traduir-la. La traducció errònia en català, doncs, ha sorgit d’haver malentès l’estructura de la frase en anglès..."

Strasbourg, 21.01.2016 - The Committee of Ministers of the Council of Europe today issued six recommendations to the Spanish authorities on the application of the European Charter for Regional or Minority Languages. It also published a report by a committee of experts assessing Spain´s compliance with the Charter....

on the application of the European Charter for Regional or Minority Languages by Spain

(Adopted by the Committee of Ministers on 20 January 2016 at the 1245th meeting of the Ministers’ Deputies) 
The Committee of Ministers,
In accordance with Article 16 of the European Charter for Regional or Minority Languages;
Having regard to the declarations made by Spain on 9 April 2001;
Having taken note of the evaluation made by the Committee of Experts on the Charter with respect to the application of the Charter by Spain;
Bearing in mind that this evaluation is based on information submitted by Spain in its national report, supplementary information provided by the Spanish authorities, information submitted by bodies and associations legally established in Spain and information obtained by the Committee of Experts during its on-the-spot visit;
Having taken note of the comments made by the Spanish authorities on the contents of the Committee of Experts' report;
Recommends that the Spanish authorities take account of all the observations and recommendations of the Committee of Experts and, as a matter of priority:
   1. amend the legal framework with a view to making it clear that the criminal, civil and administrative judicial authorities in the Autonomous Communities can conduct the proceedings in co-official languages at the request of one party;
   2. continue to implement legal and step up practical measures aimed at ensuring that an adequate proportion of the judicial staff posted in the Autonomous Communities concerned by the application of Article 9 of the Charter has a working knowledge of the relevant languages;
   3. continue to implement legal and step up practical measures aimed at ensuring the adequate presence of the co-official languages in the State administration at the level of the Autonomous Communities;
   4. continue to implement measures to ensure the presence of co-official languages in public services, especially in health care services;
   5. continue to ensure that the offer of trilingual education does not adversely affect the protection and promotion of regional or minority languages;
   6. consider extending the recognition of those regional or minority languages with a co-official status in six Autonomous Communities to other Autonomous Communities provided that there is a sufficient number of users of the regional or minority language involved.

The Committee of Experts strongly urges the authorities to adopt a specific legal framework for the protection and promotion of Catalan and Aragonese in Aragon as separate languages.


Catalan in CATALONIA


p. 30:

The Committee of Experts again strongly urges the authorities:
- to amend the legal framework with a view to making it clear that the criminal, civil and administrative judicial authorities in Catalonia will conduct the proceedings in Catalan at the request of one party;
- to take the necessary measures to ensure, as appropriate, that the parties to a proceeding are specifically informed of the obligation of the judicial authorities in Catalonia to conduct the proceedings in Catalan if one of the parties so requests, in conformity with the undertakings entered into by Spain under Article 9 para. 1.a.i, 1.b.i and 1.c.i of the Charter;
- to take the necessary measures to increase the proportion of judicial staff in Catalonia at all levels and particularly among judges and prosecutors, who are able to use Catalan as a working language in courts.

- to take the necessary measures to increase the proportion of judicial staff in Valencia, at all levels and particularly among judges and prosecutors, who are competent in the use of Valencian as a working language in courts;
- to develop adequate training schemes for judicial staff as well as for lawyers.

The Committee of Experts urges the Spanish authorities to substantially increase the number of Valencian-speaking staff in the relevant state administration offices and to develop adequate training schemes.


p. 75:

The Committee of Experts urges the Spanish authorities to take the necessary measures to encourage and/or facilitate the creation of one public TV channel and a public radio station in Valencian.

Es tracta d'un document recollit a la pàgina web de Cardona Vives. Associació (sic) cultural de Castello (sic) que reprodueix l'article "MARCA HISPÁNICA CATALANA Y TRATADO DE CORBEIL (1258)" de María Teresa Puerto Ferre. 


Ens fa el favor de reproduir-lo més gran Ibiza Digital, un blog que explica que "Puede complementar la lectura de Ibiza Digital con los artículos independientes del escritor fenicio Mariano Planells", el responsable, entenc, del blog.








A l'article s'afirma que "En el mapa que se adjunta de la Biblioteca Nacional de Paris (1235) se puede observar que Cataluña ni tan siquiera existe...". No cal ser un gran especialista per entendre que aquest mapa no és pas de 1235! A més, el Département Philosophie Histoire Sciences de l'homme de la Bibliothêque nationale de France m'informa que "Les éléments disponibles sur cette carte ne me permettent pas de l'identifier dans nos collections. Elle doit se trouver dans un document précis qu'il m'est impossible de retrouver. Il faudrait avoir des éléments sur l'ouvrage au sein duquel elle appartient."
Afortunadament, una recerca més aprofundida ha permès de trobar una versió més antiga de la imatge de l'article de la professora Puerto, que amagava elements indispensables per poder localitzar exactament on es troba aquest mapa. En efecte la imatge que hi ha en un altre blog ens permet veure, per primer cop, les xinxetes amb què figura que la Biblioteca Nacional de Paris conserva un incunable del segle XIII, curosament enganxat a una paret.

Madrid té 171.000 funcionaris de l'Estat, pagats entre tots. Genera ingressos a Madrid de més de €5.000 milions anuals.

 Per 1000 habitants, Extremadura té 7,9 treballadors públics; Madrid 6,5; Andalusia 5,9. A la cua, Catalunya, amb 4,2.
